Real Estate Registration Project, WB Azerbaijan.
The functions and responsibilities of the Procurement Specialist will be as follows:
• ensuring carrying out of the whole process of procurement of goods, works and consultants' services in accordance with the World Bank procedures, keeping to the agreed and approved procurement schedule;
• organization of preparation of bidding documents/requests for proposals for procurement of goods, works and consultants' services; Prepare drafts of the tender documentation including the technical specifications working with the technical staff of the SSRRE, the SCMSP, and the SLCC as necessary;
• support the Project Manager and SSRRE in drafting replies to any correspondence from interested bidders in their interests in the tenders and bids coming-up under the implementation phases of the project, keeping records of their interests;
• monitor and assess the execution of the consultant assignments prior to making recommendations for payments to the Project Manager, according to the various contract terms and conditions and the reports presented
• participation in preparation of periodic and unified PMU reports;
• Explanation of the World Bank's Procurement Policies and Rules to representatives of relevant agencies.
• ensuring carrying out of the whole process of procurement of goods (HW and communication equipment, standard and application SW, etc.) and consultants' services, related to the development and implementation of the IT solutions in accordance with the World Bank procedures, keeping to the agreed and approved procurement schedule of the Project;
• organization of preparation of bidding documents/requests for proposals for procurement of goods and consultants' services, related to the development and implementation of the IT solutions;
• publishing of necessary announcements in relevant newspapers/magazines required for specific method of procurements;
• support/cooperation/coordination with the relevant agencies, especially for obtaining/preparation of technical documentation (i.e. TORs, technical specifications, bills of quantity, drawings) for timely preparation of the bidding documents/requests for proposals;
• assist the implementing agencies in preparing specifications for the supply and installation of the required hardware, operating system and database management software, in hardware network design and hardware procurement;
• correspondence with the World Bank to ensure required World Bank's reviews of and obtaining "no objections" on all relevant documentation and materials during the procurement process;
• support the beneficiary agencies in drafting ToRs for hiring individual consultants/companies to support them in all information and communication technology related needs for all project components;
• publishing of necessary announcements in relevant newspapers/magazines required for specific method of procurements;
• organization of tenders and receiving of submitted bids/proposals;
• coordination of the evaluation of bids/proposals;
• set-up and maintain a thorough procurement filing system;
• organization of basic and technical training for IT procurements
Requirements for the position of Procurement Specialist:
• Previous experience in Procurement field of similar projects;
• At least three years work experience;
• Familiarity with Real Estate management;
• Good English and Azeri knowledge - both written and oral;
• At least bachelor's degree in the relevant area;
