The Socio-Economic Development Activity in Azerbaijan (SEDA), a five-year project funded by the United States Agency for International Development (USAID) and co-financed by the Government of Azerbaijan, aims to contribute to the advancement of the socio-economic development at the regional level in Azerbaijan by providing support for community-driven socio-economic projects and strengthening stakeholder participation in setting priorities for socio-economic strategies and programs in the regions. SEDA started its activities on October 1, 2011.
SEDA is soliciting the expression of interest by Azerbaijani and Azerbaijan-based foreign experienced specialists, university lecturers, as well as civil society organizations (CSOs), media, and business leaders and experts that are interested in providing on-the-job training, long-distance advice and information, and serve as consultants to address the needs of CSOs in the targeted areas. The interested consultants should have:
• Minimum five years' experience in specific areas, including but not limited to:
Advocacy techniques for maximizing impact
Enhancing constituency support and contribution
Sharpening the advocacy message
Using IT tools in advocacy efforts
Organizational development
Strategic planning
Media presentation skills
Preparing press releases
Preparing for meetings with decision-makers
Project management
Human resource management
Gender mainstreaming
• Overall experience in advocacy planning, developing and implementing advocacy campaigns;
• Overall experience in supporting CSOs that focus on socio-economic development at the regional level, including professional, trade, and farmers associations;
• Ability and experience in transferring skills and knowledge to individuals and organizations;
• Professional integrity and well-respected in their professional community;
• Availability to get engaged on a part-time basis as a consultant to Azerbaijani CSOs.

SEDA invites all interested Azerbaijani and Azerbaijani-based foreign experts to submit their CVs (up to three pages) listing their fields of expertise (i.e., types of consulting they could provide), a Letter of Expression of Interest (up to one page), and names and contact addresses of three professional references.
